Different transportation measures can reduce CO2 emissions and air pollutants to varying degrees. Taking 2019 as the benchmark year, this paper estimated the CO2 emissions and air pollutants from the transportation field of Kunming from 2020 to 2035 by constructing the benchmark scenario, energy-saving scenario, and enhanced emission reduction scenario with the LEAP model. Through the coordinate analysis of the cooperative effect and emission reduction proportion analysis, the paper measured the cooperative effect of different measures in reducing CO2 emissions and air pollutants. The result shows that the measures have different cooperative effects under different scenarios. Adjustment of the energy structure of motor vehicles has the best CO2 emission reduction effect, and mandatory elimination of old vehicles has the optimal performance in reducing NOX, SO2, and CO. These two measures show significant cooperative effects. In addition, adjustment of traffic structure and improvement of the energy efficiency of freight transportation are two major measures for reducing CO2 emissions and air pollutants. Exploring measures that can greatly reduce air pollutants and carbon can guide the formulation of transportation management measures and accelerate the improvement of air quality.
