Capital sinking enables resource release: the action logic and efficient mechanism of the first secretaries driving poor villages out of poverty

2020 is the year to achieve the goal of building a well-off society in all respects, and to win the final year of the fight against poverty in an all-round way. China’s anti-poverty cause has made world-renowned achievements and created an anti-poverty model with unique Chinese characteristics. In 2015, the state promulgated the Notice on Doing a Good Job in Choosing Outstanding Officials from Organizations to Be the First Secretaries of the Villages, aiming to strengthen the poverty alleviation of the 128,000 poverty-stricken villages and 14 contiguous poverty-stricken areas across the country, including the establishment of files and cards. Practice has proved that the first secretary in the village, as the executor of national governance embedded in grassroots governance, has made outstanding contributions in the practice of targeted poverty alleviation. Based on the complexity of the work of the first secretary, this article applies the institutional analysis and development (IAD) framework to analyze from five aspects: exogenous variables, action stage, interactive mode, interactive results and evaluation criteria. The secretary relied on the capital-resources to drive poverty-stricken villages out of poverty and become rich. The case data used in this article come from the survey data of the Project of Rural Primary Organization Construction hosted by the Information Center of the Development Research Center of the State Council. The authors selected 10 first secretaries from 6 counties in Shangqiu, Henan, and 3 first secretaries from Haixing County of Hebei Province and Xiangning County of Shanxi Province for in-depth interviews. The 13 first secretaries interviewed have certain advantages in terms of age and educational background, which provide effective sample data for the later discussion of capital sinking and resource release. This article focuses on the four perspectives of capital, resources, system and incentives and their system interactions, based on the main elements and mechanism of the IAD analysis system. Specifically, from the vertical integration of human capital and social capital, the horizontal integration of own resources and poverty alleviation resources, the mutual bridging of formal and informal systems, and the incentive and integration of collective and individual demands and their interaction perspectives, the logic of action of the first secretary to lead poor villages out of poverty is interpreted. Further, this article analyzes the efficient mechanism of the first secretary to drive poverty-stricken villages out of poverty. The first secretary, as foreign capital, intervenes in poverty alleviation development and governance in poor villages. The key to promoting poverty alleviation performance is the interaction process between foreign capital and village resources, that is, the process of capital sinking empowering resource release. Specifically, the first secretary was sent to the village to help the poor, and the capital sinking was brought about by two points: one was human capital based on work experience, innovation ability and educational background, and the other was the social capital based on human connection and original unit resources. Secondly, the poverty alleviation resources available to poor villages mainly include two aspects: one is the village’s own industrial resources to be discovered, and the other is the poverty alleviation fund support of the state and local government. Finally, on this basis, the capital intervention of the first secretary, on the one hand, drives the development of the village’s own resources with the relatively rich human capital, and solves the “unusable” and “not dare to use” problems of funds for poverty alleviation development projects. On the one hand, the unique social capital is used to prescribe the right medicine to find new resource support and feasible paths for poverty-stricken villages to get rid of poverty, thereby promoting capital sinking and resource release of poor villages.
